In a trawling operation conducted in Parañaque, police successfully arrested a suspect for violating RA 10591, also known as the "Comprehensive Firearms and Ammunition Regulation Act".
According to reports prior to the arrest, a robbery occurred around 3:00 AM on September 21, 2024, in Pasay City. Later that same day, at approximately 10:32 AM, the Tambo Police Station received a flash alert from the Pasay City Police Station, detailing the suspect's description. Reportedly, the suspect forcibly took a white NWOW electric scooter with a Vespa logo and fled towards Parañaque City.
Following the report, personnel from the Tambo Police Station swiftly initiated a search operation, using information from the Pasay City Police Station to locate the suspect. This led to his arrest around 11:10 AM near a construction site on Macapagal Avenue in Brgy. Tambo, Parañaque City, where the stolen electric scooter was also recovered.
The arresting officers conducted a lawful incidental search during the arrest, seizing a Glock 19X caliber pistol, 9MM type, with serial number AGNM654, loaded with one (1) 9mm live round, from his possession and control.
The detention report revealed that the suspect had also used the names HU YANG and GUAN HAOJIE previously, having been arrested before for kidnapping and violating RA 10591.
Preparations are underway to file complaints against the suspect for violating RA 10591 (Comprehensive Firearms and Ammunition Management Act) and Revised Penal Code Article 178 (using a pseudonym and concealing true identity), and to present these through investigative procedures to the Office of the Prosecutor in Parañaque City.
It is reported that HU YANG is actually Hu Yang, the leader of the Philippines' top kidnapping gang, nicknamed "Lao Qi". This gang, consisting of hundreds of members, has committed numerous crimes in the Philippines, targeting everyone from young women to business owners, engaging in kidnapping, extortion, and demanding protection money, among other criminal activities.
The electric scooter stolen in this incident was the same one taken during a BMW shooting incident in the early hours of the 21st.
