The people of Muse said that just before noon, they continuously heard gunshots, indicating that the local militia and the military police targeting scams had clashed. The specific details are unclear, and it is unknown which militia was involved.
It is said that starting the evening of September 22, military police in Muse City began arresting those involved in the scam operations. The arrests continued on September 23, leading to the conflict.
