Justice Luiz Fux of the Supreme Federal Court (STF) called a public hearing this Thursday (26) to discuss the law regulating online sports betting in Brazil. The decision was made in a case presented to the court by the National Confederation of Commerce of Goods, Services, and Tourism (CNC), which questioned the law on the subject.

The measure was adopted in the context of a lawsuit brought by the National Confederation of Commerce of Goods, Services, and Tourism (CNC), which questioned the law of bets.
The hearing will take place on November 11, at 10 a.m. Invited to participate are the presidents of the Chamber and the Senate, Arthur Lira (PP-AL) and Rodrigo Pacheco (PSD-MG), the Minister of Finance, Fernando Haddad, and other authorities.
Also invited were entities such as the CNC (National Confederation of Commerce of Goods, Services, and Tourism), the National Association of Games and Lotteries, and the Brazilian Institute of Legal Gaming, as well as the Women's Group of Brazil and Educafro.
Fux's decision was made in a lawsuit presented to the Supreme by the CNC, which questioned the law.
"Given the complexity and interdisciplinary nature of the subject, which involves aspects of neuroscience, economics, and social issues, it is considered valuable and necessary to hold a public hearing in this action", said the justice, in his decision.
"[So that] This court can be equipped with essential information for the resolution of the case, as well as to ensure that the future judicial pronouncement is endowed with greater democratic legitimacy."
By filing the lawsuit with the STF, the CNC claimed that its goal was to declare unconstitutional Law No. 14.790, approved in December 2023 by Congress.
This legislation was the result of the effort by the Lula government (PT) to regulate the sector —last year, the government issued a provisional measure for legalization.
The confederation also requested a precautionary measure to immediately suspend the effectiveness of the law, which would interrupt the regulation process.
The confederation's move to the STF was another chapter in the market's reaction against the bets. There are complaints that betting has been draining resources from other sectors.
According to the lawsuit, "by increasing the availability of sports betting in Brazil, it has proportionally triggered the indebtedness of families, leading a significant part of society to a financial behavior of very high risk, and considerably harming the domestic economy, retail trade, and social development".
