The legality program of the entity aims to generate high-impact actions to promote knowledge about the rules of legality. The trainings started in Quinchía and La Celia.
Colombia.- Continuing with the municipal pacts for legality in gambling, the legality and inspection team of the Risaralda Lottery began the training phase for municipalities in order to increase knowledge about the regulations governing this practice and the best way to proceed for its proper functioning.
The Risaralda Lottery noticed that many municipal officials lacked the necessary knowledge for the application of a legal framework, therefore, the entity will carry out, with each municipality, an explanation of the regulatory framework and how they should include it in their statutes.
Once the legal perspective is considered, it reaches each municipality, with the aim of training, socializing, and sensitizing – especially – those who conduct raffles, draws, or illegal chance sales due to ignorance.
“We are also reaching out to the administrations so that they know firsthand the regulations and the actions they have to develop in their municipalities within the framework of legality and the supervision of gambling,” indicated Samir Palacio, who has coordinated the first visits to La Celia and Quinchía.
Palacio clarified that “in La Celia the entire municipal administration and the Community Action Boards were trained, and in Quinchía the secretariats of government and finance, which are directly involved and those that must execute the different actions”.
During the training, the role of the municipality, the Lottery, and the Police is explained, seeking to raise awareness through legal gambling. The entity emphasized that it is important for municipalities to know that they have so far missed out on significant resources that could be allocated to health, therefore during the trainings the legality and inspection team clearly explains how to collect money from raffles and promotions, the percentage that corresponds to the municipality, and how to carry out the distribution.
After these trainings, visits will be made to the commercial establishments of the municipalities, seeking that all the people involved in the gambling sector identify the benefits of legality.

“From now on we see a positive response; in Quinchía many of the lottery sellers expressed their interest in starting to sell the Risaralda Lottery and we will do everything necessary so that they soon become lottery sellers,” indicated Samir Palacio.
