The Philippine Anti-Organized Crime Commission (PAOCC) revealed that the recently raided online gambling site in Pasay City might have been supported by "influential Filipinos" and had falsely declared to the Philippine Amusement and Gaming Corporation (PAGCOR).
PAOCC spokesperson Winston Casio stated that this scam hub was located in the Kimberhi building, and its illegal activities might be associated with the building's owners or lessees.
The company was initially registered as a tech solutions enterprise but transformed into an "outsourcing service provider for interactive gaming platforms" in March 2024. Despite the PAGCOR Internet Gaming License (IGL) posted at the company's entrance being valid until September 2024, 3D Analyzer had already declared cessation of operations to the authorities. However, the raid still uncovered a large number of newly hired employees, indicating that the company had no intention of shutting down.
Registration details for 3D Analyzer show that the company was established in 2016, initially by five Filipinos, with a board of directors primarily composed of Filipinos, including one British citizen and one Chinese registered as Filipino.
The raid resulted in the arrest of 254 employees, 191 of whom were foreigners, mostly Chinese, who are currently under investigation for alleged violations of immigration laws. Filipino employees were released due to lack of substantial charges.
Authorities noted that Filipino employees frequently switch jobs among different scam centers, and the current legal framework makes it difficult to prosecute them. Philippine President Marcos announced at the end of July a complete ban on POGO and online gambling operations, requiring related companies to cease operations by the end of the year.
