A witness detained by the Presidential Anti-Organized Crime Committee revealed that Guo Huaping and "POGO Little Overlord" Lü Dong (real name Lin Xunhan) are accomplices.
In an interview with GMA TV, the witness stated that they refer to Guo Huaping as "Ms. Hua," who regularly reports the construction progress of Zunyuan Technology Company (transliterated) to Lin Xunhan.
Zunyuan is a POGO company (Philippine Offshore Gaming Operator) located in Bangban Town, Tarlac Province, and Guo Huaping was the town mayor of Bangban at the time.
The witness said in Filipino: "The two of them are partners, with the higher-ranking one being Boss Boga." Boss Boga means "the boss with a gun," one of Lin Xunhan's many nicknames.
It was only when Guo Huaping was removed from her mayoral position and investigated at a public hearing in the Senate that the witness realized that "Ms. Hua" was actually Guo Huaping.
"He ordered the torture"
The witness also saw firsthand how Lin Xunhan hired Chinese thugs to torture others.
The witness said: "It was he (Lin Xunhan) who ordered the torture. Sometimes, the victims were tortured until they lost consciousness."
Gilbert Gultia, the executive director of the Presidential Anti-Crime Commission, believes that Guo Huaping was reluctant to identify Lin Xunhan at the public hearing in both houses of Congress due to concerns for her safety.
Lin Xunhan was arrested on the evening of October 10 in a villa area in Binan City, Neihu Province, along with 12 other Chinese nationals and 9 Filipinos.
The investigation by the Presidential Anti-Crime Commission shows that since Lin Xunhan arrived in the Philippines in 2016, he has woven a vast criminal network, controlling several offshore gaming companies, including "Lucky South 99" in Bangbangya Province and "Zunyuan" in Bangban Town, Tarlac Province.
Under the alias "Lü Dong," Lin Xunhan extended his dark reach into five regions of the Philippines, namely the Ilocos Region, Central Luzon, the five provinces of Calabarzon, Central Visayas, and Metro Manila.
Gultia said: "All the POGOs they built were for the purpose of telecommunications fraud."
In the Metro Manila area, Lin Xunhan's influence extends into Pasay City, Parañaque City, Manila City, Makati City, and Mandaluyong City.
