The National Bureau of Investigation (NBI) raided a resort in Dayatai City, arresting 17 Chinese nationals.
The NBI's Cybercrime Division conducted the raid following a report from a Chinese man who allegedly suffered torture at the resort in Francisco Malongkai. The victim was rescued.
Upon entering the area, authorities were surprised to find computer workstations and mobile phones allegedly used by suspects in online gambling crimes.
NBI Director Jaime Santiago briefed the media on their operation. The victim also told Santiago about the alleged torture.
"These are their mobile phones, the ones they used. All of this is for remittances, cryptocurrencies," Santiago said.
"[The victims] wanted to break free, so they were beaten and electrocuted, that's how they were rescued. He will file a complaint. He is the only one we rescued," he added.
17 Chinese citizens were involved, including four women. The complainant was rescued.
The Malongkai stated that they were unaware of the online gambling business at the resort. They were also surprised by the news of someone being tortured there.
"It has been operating for a long time, every December we have held Christmas parties here, but they have not arrived yet. On July 12, I went to the venue opposite the resort. But not yet," said Brgy. Captain Ariano Ferma. Francisco.
"These were rented a month ago," Ferma added.
The head of Malongkai stated that things had reached a point where people in the resort were becoming unruly, and others were not allowed in because it was said to be private property.
"Someone threw garbage at their doorstep. I sent them to my utility company, they didn't want to let them in because it is private property... [the gatekeeper] didn't want to let them in. I am looking for the gatekeeper, he is no longer here," Ferma said.
The Malongkai stated that no one noticed or reported the presence of Chinese nationals in the resort. They no longer suspected, especially since private events were being held there.
"No one can enter here. No one noticed, we don't want to go in because they don't want to let us in. It's private," he said.
It is alleged that Malongkai will temporarily suspend the resort's operations. Each Malongkai will also increase vigilance to prevent similar incidents.
