Responsible Gaming in Navarre: the Spanish government and the local authorities sign an agreement to share records of self-excluded players

The administrations agreed to share the registry and ensure the operation of the system and its monitoring.

Spain.- The Minister of Social Rights, Consumer Affairs and Agenda 2030, Pablo Bustinduy, and the Minister of Interior, Public Function and Justice of the Government of Navarra, Amparo López, signed a collaboration agreement to share among the administrations the data of the self-excluded players' registries. They also agreed to ensure the functioning of the system and its monitoring.

Therefore, from the agreement, when a person registers in the prohibition registry to access gambling venues of either administration, their data will be shared to extend the self-exclusion to the other territorial area as well.

The document has a duration of four years, extendable for the same period and allows progress in the protection of vulnerable groups and minors. It also seeks to advance in establishing measures that reduce the risks of addiction and exposure, decrease accessibility, and act on protective factors through education and social awareness.

The administrations agreed to ensure the functioning of the data system, its monitoring, and the resolution of any incidents that may occur.

After signing the agreement, Minister Amparo López stated that work around gambling is a “strategic line” of the actions carried out by the Department of Interior, Public Function and Justice of the Government of Navarra. “We are working to control and prevent a gradual increase in gambling addictions in vulnerable people and young individuals,” she conveyed.

For his part, Minister Bustinduy added that “it is the individuals themselves who request not to be allowed to gamble because they have a serious addiction problem.” In this regard, he said that the administrations “have a duty to cooperate to protect the most vulnerable people” and ensure their safety and integrity.

Meanwhile, the Spanish Association of Gaming and Recreational Hall Entrepreneurs (ANESAR), representing 10 companies and 300 workers in the gaming sector, expressed its concern about the possible negative consequences of the new measures proposed in the regulation of the Navarra Gaming Law.
