Deputy Duda Ramos has drafted another proposal. During the committee debate, it will be analyzed whether to merge it with other similar proposals or to proceed independently for consideration.
Brazil.- Deputy Duda Ramos introduced the Bill 2564/24, which aims to prohibit the offering and promotion of unauthorized gambling games. The proposal mandates that internet service providers and digital platforms hosting or making available illegal betting games must implement technical measures to prevent access to such content.
The text of the bill also provides for the removal of digital influencers' profiles and companies advertising illegal games, under penalty of administrative and judicial sanctions. It also establishes the need to create monitoring and inspection mechanisms to identify and combat illegal online gambling operations.
In the rationale of the proposal, Ramos justifies that gambling addiction is a public health issue, causing severe economic problems, family disintegration, and even serious psychological issues, such as anxiety and depression.
“It is imperative to establish legislative measures that control and inhibit the spread and access to illegal gambling on the Internet. Regulatory intervention is necessary to protect citizens, especially the most vulnerable, against predatory practices that exploit gambling addiction for profit,” he stated.
The project will be analyzed by the Communication; and Constitution and Justice and Citizenship committees. If it passes the lower house, the bill will be elevated for consideration by the Senate.
Ramos's proposal is part of a review process regarding permitted advertising practices in Brazil and the legislation surrounding them that began after the government expressed concern about the amount families spend on betting.
The president of the chamber, Arthur Lira, seeks to propose a broad debate on the subject, especially given the increase in the number of related bills that have been introduced to the Chamber in recent months.
For the time being, the deputies are focused on the municipal elections and none have stated they are considering bringing this matter to debate, however, Lira is gathering support for his idea to re-legislate gambling advertising in Brazil.

Among the reasons for this idea that would lead to a renewed debate on something that was legislated less than a year ago, the concern of the federal government emerges, whose members, including President Lula da Silva himself, have expressed their concerns about how it works and the consequences it may have.
“We will see if regulation can handle it. If regulation takes care of it, the problem will be solved. If it cannot withstand it, it will end. This must be very clear. There is no control over the most humble people, children with mobile phones in their hands making bets. We do not want that,” he declared on Metrópole radio, regarding the application of the Law 14.790.
