Betting in Brazil: bill presented to increase tax burden

Representative Cleber Verde introduced a legislative initiative to increase the taxation of companies from 12 to 20 percent of the Gross Gaming Revenue.

Brazil.- Federal deputy Cleber Verde presented the Bill No. 4.034/2024 in the Chamber of Deputies. The parliamentarian proposes to increase the tax on the gross gaming revenue (GGR) of betting houses, that is, the profits of these companies. The taxation would increase from 12 percent to 20 percent.

According to the parliamentarian, the current legislation determines a division of resources in a way that would be insufficient to invest in public policies, especially in the social security sector. The intention of his bill would be to improve revenue collection and, consequently, the application of resources in areas that would positively impact the lives of Brazilians.

“Investing a greater volume of resources in initiatives aimed at reducing poverty and social inequality, promoting access to public health, professional training, assistance and social security, and generally, the social inclusion of the most needy and vulnerable population, contribute to economic development,” stated Verde in justifying the proposal.

Later, the deputy added: “The measure will allow a more socially just use of the resources generated through these lotteries, increasing investment in public policies – without neglecting the demands and the necessary sustainability of the activity carried out by the betting operators, who will continue preserving, in the form of drafting presented now, an important percentage of allocation in the collection”.
