Audience to discuss the impacts of betting in Brazil: Minister Fux sets date

The member of the Supreme Federal Court determined that the hearings will be held on Monday, November 11, and Tuesday, November 12. Testimony from 45 presenters is expected.

Brazil.- The minister of the Supreme Court of Justice (STF), Luiz Fux, defined the list of participants in the public hearing that will discuss the impacts of betting in Brazil. With 45 presenters accepted, the hearing will take place in two sessions: Monday, November 11 from 10 AM to 6 PM and Tuesday, November 12, from 10 AM to 12 PM, in the session room of Room I of the Supreme Federal Court.

According to the minister's decision, more than 100 applications were submitted to participate in the public hearing, including representatives from public and private institutions, lawyers, academics, and independent professionals. The selection of participants followed criteria of representativeness, technical specialization, expertise, and diversity of opinions, with parity of viewpoints to be defended. The qualified presenters are listed in the public hearings schedule.

The qualified presenters may submit contributions in digital format, in the form of written memorials, until 6 PM on November 4. All memorials will be available electronically. Additionally, during the presentation, the qualified presenters may display audiovisual resources, provided they refer to empirical elements, quantitative data, charts, animations, videos, and other educational tools.

The hearing aims to listen to testimonies from members of the Public Power and civil society who can provide technical and legal knowledge on, at least, the following topics: technical issues associated with mental health and the neurological impacts of betting on human behavior; the economic effects on commerce and their impact on the national economy; the social consequences of this new regulatory framework; the use of betting platforms for money laundering and other crimes; taxation and extra taxation in the betting sector; transparency of betting platforms; advertising and gamification tools in the betting sector, and property rights of bettors.

The hearings will be chaired by the Reporting Minister, who will coordinate the proceedings and presentations. The invited authorities and qualified actors will have their exhibitions organized in blocks, depending on the presentation shifts. Each participating institution will have up to 10 minutes for its respective presentation. In the case of institutions that nominated more than one presenter, the total time may be distributed among them. Qualified institutions that do not wish to make presentations can only corroborate the speech of other actors, without redistributing the time among the remaining.

At the end of each round of presentations, at the discretion and under the mediation of Minister Luiz Fux, time may be reserved for debate among the participants. The Reporting Minister may also ask questions or request additional clarifications from the presenters.
