Brazil.- The Brazilian Institute of Responsible Gaming (IBJR) published a statement on the front page of three of the country's major newspapers, O Globo, Valor, and Folha de S.Paulo, with the title "To play, there must be rules" which lists the benefits of the legislation approved by the National Congress and the regulations published by the Ministry of Finance, which will come into effect on January 1, 2025.
The entity highlights that among other obligations, betting houses will have facial recognition, an essential tool to prevent minors under 18 from gambling. Users will be able to set parameters on betting platforms, defining maximum limits of time played, as well as economic losses. Other measures such as blocking the use of credit cards have already been planned. These are initiatives designed to help prevent abusive use, curb compulsion, and combat addiction. A new domain termination for Internet Betting will also be adopted, indicating its legitimacy: .bet.br. Only authorized brands will have this domain for better identification by bettors.
The statement aims to clarify the benefits of regulation, its scope, its details, and the increase in revenue it will bring to various sectors of the economy, amid a surge of versions indicating that the legislation could be reversed if it fails to prevent the most economically disadvantaged sectors from incurring debt due to problematic gambling. Even President Lula da Silva stated that he would not hesitate to reverse the regulation if improvements in this regard are not observed.
In this regard, the IBJR's statement emphasizes four axes:
"We advocate for rules with rigorous application, maintaining dialogue with public authorities and sharing our international experiences applied in mature markets."
"We advocate for the regulation of advertising in the sector, especially to curb the appeal of Bets that operate outside legal norms. We have already adopted clear parameters and launched an Advertising Code that guides the campaigns of companies associated with IBJR, in addition to always disseminating educational messages."
"We defend the sector as an engine of the economy and investment in sports, generating benefits for society as a whole. With the high number of applications from companies to operate in Brazil, tax collection could reach billions of reais in the coming years. As these companies establish themselves in the country, they drive various sectors, from marketing to technology, including significant innovation initiatives."
