This Monday (4) marked the third drawing of the Trem das 11, a new product from the Lottery of Minas Gerais and the MSL Group (Mineira da Sorte Loteria). Alexandre Manoel da Silva, leader of the Winning Bet consortium, which won the auction for the state lottery of São Paulo, was Secretary of Public Policy Evaluation, Planning, Energy, and Lottery from 2018, during Michel Temer's administration, and 2020, under Jair Bolsonaro's government. He also played a role in formulating the sports betting law, the bets, approved in 2018.
Alexandre Manoel is the chairman of the board of the Winning Bet consortium, whose leading company is the Portuguese SAV Participações. The consortium won the lottery service of the state of São Paulo for R$ 600 million.
The executive was secretary of lotteries between 2018 and 2020. Alexandre Manoel was Secretary of Public Policy Evaluation, Planning, Energy, and Lottery from 2018, still under Michel Temer's government, and 2020, under Jair Bolsonaro's government.
The secretary was subordinate to the Ministry of Finance (which became the Ministry of Economy under Bolsonaro). He left the government citing personal reasons. He participated in the formulation of the sports betting law, the bets, approved in 2018.
He also worked on formulating a concession model for Lotex, known as the scratch card. The Bolsonaro government attempted to privatize Lotex, but was unsuccessful.
When asked if Governor Tarcísio de Freitas knew Alexandre Manoel, the Secretary of Partnerships and Investments of the state, Rafael Benini, said: "I met him now, I had a meeting with him and the other group. What he told me was that he spoke once with the governor at the PPI of the Temer government".
In a speech after the auction, the executive addressed the governor. He praised the regulatory model of the São Paulo government for lotteries.
"Honestly, I hope you are here until 2030. If you are only until 2026, God knows. But, if you are until 2030, we will be partners, as happens in the developed world, in joy and in sorrow", he said.
