The Secretary of Awards and Betting of the Ministry of Finance participated in a symposium on gaming and betting law and emphasized the controlling role that the state will exercise and how operating companies must ensure market integrity.
Brazil.- The Brazilian Bar Association São Paulo Section (OAB-SP) promoted the 1st Symposium on Gaming Law, Betting and Responsible Gaming. The event was attended by members of the federal government, representatives of operators, and other iGaming sector experts in Brazil.
One of the guests was Regis Dudena, Secretary of Awards and Betting of the Ministry of Finance. He participated in the opening panel and explained the role of the agency, presenting a history of the development of legislation and ordinances to regulate the betting and online gaming sector.
“The Brazilian State is preparing to have a regulatory body and a mechanism to address the gaming sector. We created ten ordinances and there was some suspicion that the deadline set would not be met, but it was,” said Regis Dudena.
Later, the secretary added: “The regulation is directed at the betting agent. He is the first controller of his interaction with the bettors. We have operators willing to do things within the law, others willing to exhaust the resources of the bettors, and also those willing to commit fraud. Those who remain will have duties: it is the duty of the operator to have a responsible gaming policy, which will be evaluated”.
Also present at the discussion table were Luiz Felipe Santoro, president of the Commission on Gaming Law, Betting and Responsible Gaming of the OAB-SP; Simone Vicentini and Mariana Chamelette, vice president and general secretary of the Commission, respectively.

The event program also included the panel “Legal and Regulated Gaming”, moderated by José Francisco Manssur, from the OAB-SP Commission. This part of the conference featured Ana Bárbara Costa Teixeira, consultant of the National Association of Games and Lotteries (ANJL); Ana Helena Karnas Hoeffel Pamplona, co-founder of the Association of Women in the Gaming Industry (AMIG); and Neil Montgomery, Master of International Law from the University of São Paulo (USP).
