On November 10th, Thai police from the Technology Crime Suppression Division executed an arrest warrant issued on October 22nd this year, number 352/2567, for Jiang Caitian (transliterated), a 33-year-old Chinese national suspect.
It is reported that the suspect is the leader of a large online gambling and tele-fraud syndicate, and will be legally charged with multiple offenses including "impersonating others to defraud the public," "conspiracy to commit crime," "entering false information into computer systems to deceive the public," and "participation in an international criminal organization."
On March 29th this year, a task force of over 100 people, including Thai cyber police, the Special Case Investigation Division, investigators from Police Station Area 8, immigration police, and staff from the National Broadcasting and Telecommunications Commission (NBTC), conducted a thorough search at four target locations in Nakhon Si Thammarat Province to crack down on a large Chinese tele-fraud syndicate.
The syndicate, operating from illegally established bases, targeted Thai, Chinese, Russian, and Japanese nationals for telecommunications fraud.
In the operation, Thai police arrested 90 criminals, including Chinese, Thai, and other foreign nationals, and seized numerous criminal tools, including 192 computers, 854 mobile phones and illegal SIM cards, 22 routers, and 342 illegal accounts.
Further investigations revealed that the syndicate had connections with local government officials at the locations of their bases, who profited by renting out the premises.
The Chinese national suspect Jiang Caitian, who was arrested today, was one of the leaders of the syndicate, responsible for transporting Chinese nationals to and from hotels and the tele-fraud bases. Jiang Caitian managed to evade the police search and escaped during the March 29th operation.
The suspect Jiang Caitian has now been handed over to the third investigation team of the fifth division of the Technology Crime Suppression Division for further legal proceedings.
