Following the confirmation of India's refusal to cross the border, the Pakistan Cricket Board sought advice from its government.
India last visited Pakistan for the Asian Cup in 2008, while Pakistan visited India for the 2023 ICC Cricket World Cup.
The chairman of the Pakistan Cricket Board (PCB) stated that the Indian cricket team will not travel to Pakistan for the 2025 International Cricket Council (ICC) Champions Trophy, and two days ago, the chairman mentioned that the host country would not accept hosting cross-border opponents in a "hybrid mode". Two days later, the Pakistan Cricket Board confirmed that the Indian cricket team will not travel to Pakistan for the 2025 ICC Champions Trophy.
A spokesperson for the Pakistan Cricket Board (PCB) said: "PCB has received an email from the International Cricket Council (ICC) stating that the Board of Control for Cricket in India (BCCI) has informed them that their team will not travel to Pakistan for the 2025 ICC Champions Trophy."
The statement also added that the Pakistan Cricket Board, which is scheduled to host the event in February and March, has already sought the "advice and guidance" of the Pakistani government.
Mohsin Naqvi, the chairman of the Indian Cricket Council, stated that if India does not participate, the host will not hold any matches abroad.
"Over the past two months, the Indian media has been reporting that India will not participate in the travel. I have discussed this issue with them and my team, and our stance is clear: they need to present any objections to us in writing," Naqvi told reporters.
"So far, we have not discussed the hybrid mode, and we are not prepared to accept this mode. Almost every country wants the Champions Trophy to be held here."
"I am in contact with several boards, and they all look forward to playing here. I think no one should treat this as a political issue. We will provide as many facilities as possible for each team. We also hope to see fans from abroad come to watch the games."
Due to ongoing political tensions between the two countries, the Indian government has consistently prohibited the national cricket team from traveling to Pakistan.
Since 2008, India has not visited Pakistan, and the two rivals have only faced each other in multi-team events.
The last bilateral series between the two countries took place in December 2012 and January 2013, when Pakistan visited India for a white-ball series. The last time India visited Pakistan for a bilateral commitment was in early 2006.
In 2017, Pakistan won the last edition of the Champions Trophy by defeating their arch-rivals in the final held in London, UK.
The 2025 Champions Trophy will be the first ICC event hosted by Pakistan since the 1996 World Cup, which was co-hosted with India and Sri Lanka.
Pakistan also hosted the Asian Cup last year, but the champion India held all the matches in Sri Lanka in a "hybrid mode".
At that time, India stated that they had not yet received permission from their government to travel to Pakistan.
