A delegation from Tocantins toured the facilities of Lotema in preparation for launching their own state lottery next year.
Brazil.- A delegation from the Government of Tocantins visited São Luís for a technical visit to the State Lottery of Maranhão (Lotema), recognized as a benchmark in good management practices and operations in the sector.
The main objective was to promote the exchange of experiences and learning, closely observing the successful models implemented by Lotema. During the visit, fundamental aspects of the operation of the Maranhão Lottery were discussed, including investment policies, systems for collecting and distributing resources, internal control practices, audits, and technological solutions for process optimization. The program also included a presentation on the history, mission, structure, and activities of the institution, as well as a tour of operational areas, such as data processing centers, administrative offices, and sales points.
The Tocantins delegation highlighted that the technical visit is a valuable opportunity to expand knowledge about the best practices in managing state lotteries. The exchange of information strengthens the collaboration between the states of Tocantins and Maranhão, contributing directly to the implementation of the State Lottery of Tocantins, which will be managed through a concession between the Government and the Lototins business consortium.
“Lotema demonstrates that efficient and transparent management is capable of generating not only financial resources but also positive social impacts. We want to take these lessons to Tocantins and apply them to our state lottery project,” stated the Secretary of Partnerships and Investments of Tocantins, Thomas Jefferson.
The State Lottery of Maranhão (Lotema) is a public service managed and supervised by the State Government, through Maranhão Partnerships (Mapa). The initiative aims to generate resources to finance social projects of the State and encourage job creation.
For the member of the State Finance Secretariat (Sefaz) Marcondes Martins, a member of the Integrated Committee for Management, Monitoring, and Inspection (CIGEMF) of the State Lottery of Tocantins, the visit of the technical team to Lotema was important to deepen the understanding of the operations. “We know the management model, the security layers, and the operational details of the lottery in the state of Maranhão. From the learning obtained here, we intend to adjust and model the operation of the State Lottery of Tocantins, adopting the best practices observed.”

Through the concession contract signed between the Government of Tocantins and the Lototins consortium, sales points for the State Lottery will be implemented in the 139 municipalities of the State. The initiative will have a duration of 20 years and is expected to start operating in the first half of 2025.
The partnership with the private sector should generate significant benefits for the society of Tocantins, including: combating illegal betting, generating jobs and income in all municipalities, stimulating the economy, increasing public revenues, and financing social projects that include, especially, actions to promote sports.
