The initiative was presented to the Municipal Council of Rosario at the end of August.
Argentina.- The project that seeks to prohibit entry to the casino to people who are delinquent on child support payments was introduced to the Municipal Council of Rosario, Santa Fe province, and was finally approved and moved forward to the Executive for its regulation. It joins other similar initiatives like those presented in Buenos Aires, Catamarca, and San Juan, where the law has already been enacted.
The initiative was by Federico Lifschitz, councilor from the socialist block and supported by his fellow council members, Manuel Sciutto and Alicia Pino, as well as by Norma López and Mariano Romero, from Social Justice. It is also accompanied by two more proposals, aimed at preventing problem gambling.
The project stipulates that entry to the establishments of Casinos, Bingos, and Gambling Halls located within the city limits of Rosario, be prohibited to individuals listed in the 'Municipal Register of Delinquent Child Support Debtors'.
With the approval of the Municipal Council of Rosario, the Executive Department is tasked to manage the necessary actions to prohibit access to casinos, bingos, and gambling halls to those registered in the Municipal Register of Delinquent Child Support Debtors, according to ordinance Nº 7.300/2002.

During the debate, councilor Fabrizio Fiatti, from Arriba Rosario, suggested consulting the Santa Fe Lottery, the body in charge of regulating casinos in the province. It was also noted that casinos must request the national identity document (DNI) from those entering the gaming rooms.
Furthermore, a resolution was approved in which the Council requests the provincial Legislature to ban public advertising of gambling and online sports betting, in response to an initiative by councilor Agapito Blanco, from Juntos por el Cambio, who had proposed the ban within the city.
Last June, the Chamber of Deputies of San Juan enacted Law 7072 which stipulates that child support debtors in the province cannot access casinos or gambling halls in San Juan territory. The project was presented by the official interblock Cambia San Juan and was discussed in the chamber by Juan de la Cruz Córdoba. Other legislators who spoke and supported it were Fernanda Paredes and Mario Herrero.
According to the law, individuals who have three or more consecutive overdue payments or five (or more) alternate overdue payments of provisional or definitive child support can be included in the register, if so ruled by a Family judge.
