The Senate's CPI of Bets will hear next week from the president of Loterj, Hazenclever Lopes Cançado. He was invited "due to his outstanding management at the helm of the State Autarchy which has contributed to and defended the regulated operation of betting houses". In the justification for the hearing, he is pointed out for his leadership and pioneering at the helm of a state operation.
The Senate Parliamentary Commission of Inquiry investigating the performance of bets in Brazil has over 160 requests for summonses and invitations for hearings at the CPI. One of them is to the president of Loterj, Hazenclever Lopes Cançado, who will speak as a guest on December 3.
In his justification, the president of the CPI of Bets, Senator Dr. Hiran, points out that the invitation is due to “his outstanding management at the helm of the state autarchy, which has contributed to and defended the regulated operation of betting houses, with Rio de Janeiro being the first federative entity to provide a regulated activity to the sector”.
The purpose of the hearing is to take advantage of Loterj's experience in regulation and the president of the CPI made this clear in his request: “The implementation of responsible gaming rules that are so much discussed are implemented by a regulator and we need to understand the legal bases, the operational functioning, and the supervision that supports the performance of the Autarchy”.
Senator Dr. Hiran continues: “In addition, Decree No. 48.806/23 of the government of the State of Rio de Janeiro, is a milestone in the supervision of the sector. The state of Rio de Janeiro, in a disruptive manner, has already sanctioned more than 800 (eight hundred) companies (betting houses, payment methods, game providers) and individuals (influencers, players), in an administrative sanctioning process, on the grounds of exploiting a lottery modality without state grant”.
The author of the request wants to contrast the experience of Loterj both in regulation and in supervision and collection, with the performance of the federal government, which has not yet officially implemented the regulation in Brazil.
“This Commission seeks to approach reality in order to be able to give a legitimate response to society, to the taxpayer who cannot be harmed by all this negative impact of a predatory exploitation without rules, without transparency, without control and supervision”, says the senator.
