The Parliamentary Commission of Inquiry into the Manipulation of Games and Sports Betting discusses this Tuesday (3) how the blocking of illegal betting sites works. The committee hears from Gesilea Fonseca Teles, superintendent of supervision at the National Telecommunications Agency (Anatel), with the goal of understanding the agency's strategies to combat the operation of irregular betting houses.
The testimony takes place at the request of the commission's rapporteur, Senator Romário (PL-RJ). He states that the country faces technical difficulties in blocking illegal sites.
Ordinance 1.475/2024, from the Ministry of Finance, anticipated the possibility of blocking betting houses that did not undergo the due authorization process. According to the ordinance, from October 1, 2024, the exploitation of the fixed quota betting lottery modality by legal entities without authorization from the Secretariat of Prizes and Bets (SPA) is prohibited.
“It is known, however, that there are technical difficulties in effecting the block and preventing the return to operation of illegal sites. Among others, there is the issue of using virtual private networks (VPN) to circumvent the blocks. In this context, this commission intends to hear from the president of Anatel what the agency's plans are to ensure the effectiveness of the legislation and protect consumers from the action of illegal betting houses”, argues Romário.
Research
The committee will also hear from Renato de Oliveira Meirelles, president of the Locomotive Institute. He was invited to explain the conclusions of a qualitative research on the demographic and psychographic profile of consumers of sports betting. The study indicates that, just in the last six months, about 25 million Brazilians have started to engage in sports betting.
Romário emphasizes that, according to the research, “another worrying number is that 45% of Brazilians who engage in online sports betting, which corresponds to 23 million people, state that they have already caused financial losses. 37% of respondents say they have used money intended for more important things to gamble online”. The testimony of Renato Meirelles was also requested by the senator.
Requirements
In addition to the testimonies, the commission must vote on some requirements, including the one that requests the summons of businessman Ede Vicente Ferreira Junior, who is under investigation for alleged involvement in football frauds. Ede Vicente is one of the targets of Operation VAR, launched by the Consumer Crimes Police Station of Rio de Janeiro. The operation investigates the manipulation of results in games of the Carioca Championship, especially in Serie B matches, involving irregular bets originated in Asia.

Onésimo Diniz Moreira is the new general director of the State Lottery of Minas Gerais. The former technical director of the Institute for Development of the North and Northeast of Minas Gerais (Idene) was appointed by Governor Romeu Zema (Novo) on Thursday (28). His name must be approved by the Legislative Assembly.
The new general director replaces Ronan Edgard Moreira, who resigned last Tuesday. Moreira handed over the position to Zema on the eve of the Legislative Assembly of Minas Gerais (ALMG) voting on his nomination for the general directorship of the Lottery. The former general director had been interviewed in December 2023.
Onésimo inherits from his predecessor a public competition for the concession of the operation of online gambling for 26 years, valued at R$ 15.4 billion, which was suspended by the State Court of Accounts.
The new general director of the Minas Gerais Lottery was part of the second tier of Idene between April 2020 and December 2021. The technical directorate is one of the four directorates of the institute, which also has the Directorate of Planning, Management and Finance, the regional directorate of North Minas, and the regional directorate of the Valleys.
Now, Zema will have to send Onésimo's nomination to the ALMG for approval. The House will consider the name of the new general director of the Minas Gerais Lottery after interviewing him. Until then, the former technical director will remain at the head of the autarchy as designated.

This Tuesday (26), Lottopar presented the strategic planning that will guide the actions and activities of the autarchy, with goals and objectives to be achieved in the coming years. With this strategic planning consolidated and ready to be put into practice, the results obtained offer the population even more transparency about the actions and activities of Lottopar. With this, the focus of public management turns to the results and objectives to be achieved.
For the chief of staff, Stefanny Fernandes, with the strategic planning defined, it is to continue the work to achieve the planned goals and objectives.
“With this diagnosis, we know where we are and where we want to go, we have dozens of indicators, goals, and objectives that must be achieved in the short, medium, and long term. Achieving these objectives, Lottopar will continue to be a reference among state lotteries and above all with social return for the population and with economy of public resources”.
Among some of the actions of the strategic planning are:
- to be an innovative reference in the supervision of lottery games;
- to promote the social and economic development of Paraná through the administration and supervision of the public lottery service;
- to establish an organizational management of reference, driven by transparency, regulatory compliance, and efficient management of processes;
- to establish itself as a reference in promoting safe gaming, through rigorous supervision, data control, and maintaining high standards of security;
- to become a reference in the aspect of responsible gaming, involving lottery operators, players, strategic partners, and the general community.
For the administrative-financial director of Lottopar, Rogério Cesar Nogueira, “with the support of this consultancy and with this strategic planning, we seek to deliver more results, with economy and transparency. It was a joint effort between the employees of Lottopar and Publix and I am sure that we will continue to deliver a quality service”.
