According to Philippine media, a Senate subcommittee recently proposed strict identity verification for foreigners, especially in areas prone to kidnappings. The group also suggested that members of the Philippine National Police (PNP) Anti-Kidnapping Group learn Chinese and Malay.
The Senate Committee on Public Order and Dangerous Drugs proposed this in its 40-page report, which investigated previous kidnapping cases related to Philippine Offshore Gaming Operators (POGO).
"The Philippine National Police should regularly conduct strict checks on foreigners at checkpoints, and police will be authorized to check and verify the identities of all foreigners, especially in areas prone to kidnappings. Members of the Philippine National Police Anti-Kidnapping Group should undergo foreign language training courses, focusing on learning Chinese and Malay," the committee report stated.
In addition, the Senate subcommittee also recommended repealing the law on POGO taxation under Republic Act No. 11590, adopting stricter measures when issuing work permits to foreigners, and reviewing the implementation of firearms laws to ensure that foreigners in the Philippines cannot possess and use firearms.
The Senate subcommittee stated that if they had known this would cause chaos, the Philippine government would not have risked investing in POGO, which was a mistaken decision. The Philippine government has always believed that the lives and safety of Filipinos are more important than the revenue brought by POGO.
The committee also emphasized: "Now, these Chinese foreigners have turned the Philippines into a criminal paradise. Was it all worth it? The Philippines was too lenient towards POGO companies before, and our government must now use all its resources to overcome the social ills brought by POGO. This is a good opportunity to show the world that the Philippine government will not succumb to organized crime—we will fight them with all our might!"
