Regis Dudena, Secretary of Awards and Betting (SPA) of the Ministry of Finance, will be heard by the CPI of Bets this Tuesday (10) at 11 am. He will have to explain how the government deals with the betting market, focusing on control and supervision measures. Dudena has already been heard in September by another Commission, the Commission on Manipulation of Games and Sports Betting, where he provided clarifications on actions to curb potential problems of the games.
Now, he has been summoned again to meet the requirement of Senator Izalci Lucas (PL-DF). “His summons is necessary for the CPI to understand the current regulatory policies, the control and supervision mechanisms adopted, and if there are flaws that allow practices such as money laundering and manipulation of results,” argues Izalci in his justification.
The rapporteur of the CPI, Soraya Thronicke (Podemos-MS), also justifies in her request the need to debate about the current panorama of illegal online betting exploitation and the adequacy of the current regulatory and repressive system.
The senator emphasizes that online betting games are a form of gambling, in which participants bet on events with random outcomes. For her, these games represent a criminal scheme that has harmed many victims, leading gamblers to addiction and causing the destruction of jobs and families.
“Disguised as entertainment, these gambling games trigger a series of crimes, among them money laundering, criminal association, ideological falsehood, crimes against the financial system, illegal exercise of activity, among others,” highlights Soraya.
Before the testimony, the Commission will vote on requests for summonses and invitations, as well as requests for information, documents, and the creation of an institutional channel intended to receive complaints.

Senator Soraya Thronicke is the author of the following requests:
* REQ 185: summons the president of the Council for Control of Financial Activities (Coaf) and the company GSA Empreendimentos e Participações Ltda., linked to the singer Gusttavo Lima, to present the Financial Intelligence Reports (RIFs) for the period from January 1, 2023, to October 31, 2024;
* REQ 255: proposes the creation of an institutional channel to receive complaints;
* REQ 257: summons Jorge Barbosa Dias, owner of MarjoSports, to testify;
* REQ 258: requests Financial Intelligence Reports (RIFs) from Jorge Barbosa Dias, owner of MarjoSports;
* REQ 259: invites the Minister of Finance, Fernando Haddad, to clarify the administrative processes related to the authorizations granted or denied to sports betting companies in Brazil.
In addition to the requests presented by Soraya Thronicke, the CPI will also vote on three other requests presented by Izalci Lucas:
* REQ 251: invites Beatriz Salles Melges, regional director of BetConstruct, to testify as a witness;
* REQ 252: requests from the Civil Police of the State of São Paulo a complete copy of the inquiry that investigates money laundering involving the sponsorship contract between Corinthians and the company Vai de Bet.
* REQ 253: invites the officer Tiago Fernando Correia, from the Civil Police of São Paulo, in the capacity of expert, to provide clarifications about the ongoing investigations on online betting.
