Uzbekistan has announced a detailed regulatory framework for online gambling and lotteries, marking a significant shift in the country's stance on digital gaming activities.
The new regulations were approved by the Cabinet on December 6 and will take effect on January 1, 2025.
The National Agency for Project Management (NAPP) will serve as the primary licensing authority, issuing five-year licenses to online gambling, betting, and lottery operators.
Operators must meet strict financial thresholds, with online gambling and betting platforms required to maintain an authorized capital of 562.5 billion UZS (approximately $44 million) and a reserve fund of 281.25 billion UZS. The financial entry threshold for lottery operators is slightly lower.
Key regulatory provisions include the mandatory use of Uzbekistan's national internet domain, certification of gaming software, and comprehensive player verification processes.
The government will maintain a unified registry of bets and players to track and manage gambling activities.
Note: The regulations prohibit the establishment of physical gambling venues (such as casinos or slot machine halls), except for lottery sales outlets.
Additionally, strict participation restrictions are implemented, prohibiting individuals under 18 and certain other restricted categories from gambling. The regulations also impose restrictions on betting options, including bans on local events and youth sports betting.
NAPP will oversee compliance and has the authority to impose fines on non-compliant operators (including foreign entities providing services to residents of Uzbekistan).
By January 1, 2025, the agency must complete all regulatory documents and establish monitoring mechanisms, including cooperation between the Ministry of Internal Affairs, the Central Bank, and the Tax Committee.
