The European Casino Association (ECA) has released a new declaration aimed at addressing regulatory challenges and supporting the EU's policy objectives for 2025-2029.
The focus of the declaration is on protecting consumer rights, combating illegal gambling, and promoting economic growth in the legal land-based casino industry.
The European Commission estimates that illegal gambling operators in EU member states generate €32 billion ($33 billion) in online gambling revenue and €10 billion in land-based gambling revenue annually.
It is reported that these unlicensed activities cause governments to lose over €10 billion in tax revenue, while undermining consumer protection and regulatory standards.
The declaration outlines three main pillars—support, protect, and promote—aimed at aligning with the EU's priorities.
The association commits to assisting policymakers in ensuring a safe and well-regulated gambling environment and emphasizes the need for stricter enforcement measures against unlicensed operators.
ECA Chairman Erwin van Lambaart stated, "This document reflects our commitment to supporting the EU and its member states in maintaining a regulated and responsible land-based casino industry. We call on policymakers to work with us in combating illegal operators while maintaining the integrity of the gambling industry, promoting economic growth, and protecting consumers."
ECA also advocates for strengthening anti-money laundering (AML) regulations and improving enforcement mechanisms.
Worth noting: In addition to regulatory focus, the declaration also highlights the economic contributions of licensed casinos. ECA members employ thousands across Europe, contribute to national GDP, and support local economies through job creation, tourism, and cultural sponsorships.
The declaration supports the implementation of the EU's Digital Services Act to prevent illegal gambling advertising through online platforms and urges policymakers to strengthen Europol's role in combating financial crime.
In November 2024, ECA announced strategic supplier partnerships with Aristocrat Gaming, IGT, Light & Wonder, and Novomatic.
The plan aims to promote responsible practices, enhance security, and strengthen industry standards through collaboration with key suppliers.
