"After a special investigation, it was clarified that these messages were false information. The '10.20' case did indeed result in casualties among Chinese nationals, with 4 people dead and 4 injured, all of whom were personnel within the fraud park, not public security police officers," Wang Zao responded.

According to Na Xin, "The '10.20' case occurred overseas, making the investigation and evidence collection challenging. Under the unified deployment of the Ministry of Public Security, the initial investigation was carried out jointly by the public security authorities of Kunming, Lincang, and Wenzhou, mainly conducting investigations within the country. They screened tens of thousands of fraud-related returnees from Northern Myanmar, identifying over 400 individuals who had experienced or knew about the '10.20' case. The facts of the case were preliminarily clarified, and an official investigation was launched."

On November 12, 2023, the Wenzhou public security authorities legally issued a public warrant for the arrest of Ming Xuechang, Ming Guoping, Ming Julan, and Ming Zhenzhen. On the night of November 15, the Myanmar side organized the arrest of Ming Xuechang, who committed suicide due to fear of crime. On November 16, with the strong cooperation of various parties in Myanmar, Ming Guoping, Ming Julan, and Ming Zhenzhen were successfully captured and handed over to our side. To accelerate the progress of the case investigation, the public security authorities in Lincang, Yunnan, legally conducted interrogations on these three individuals.

In November 2023, under the framework of the China-Myanmar law enforcement and security cooperation mechanism, the Chinese police and the Myanmar police established a joint investigation team.

Subsequently, the investigating officers repeatedly risked the dangers of warfare, went to the Kokang region of Myanmar, and jointly carried out on-site inspections, investigations, evidence collection, and interviews with the Myanmar police, discovering the hidden bodies of victims and a large amount of key physical evidence. With full efforts, the Myanmar police also handed over several major suspects of the '10.20' case to our side.

On the evening of January 30, 2024, a chartered plane safely landed at Kunming Airport, carrying Bai Suocheng, Bai Yingcang, Wei Huai Ren, Liu Zhengxiang, Liu Zhengmao, Xu Laofa, and 4 major suspects of the '10.20' shooting case, marking the successful resolution of the '10.20' shooting case.

The investigation of the '10.20' shooting case thoroughly exposed the criminal activities of the Ming family crime syndicate.

The four major families in the Kokang region of Myanmar control the local casinos, mining, real estate, and other highly profitable industries and gray markets, committing crimes against Chinese citizens. One of the four major families, led by family head Ming Xuechang, born in 1954 in Kokang, Myanmar, has held positions such as a member of the Shan State Parliament and a member of the Kokang Autonomous Region Leadership Committee, accumulating a certain status and influence in the region.

Under Ming Xuechang's leadership, the Ming family started operating casinos from 2015. By attracting "main investors," they established "industrialized" and "group-based" fraud parks such as Wo Hu Mountain Villa and Yuxiang International Group, extensively engaging in telecommunications network fraud and cross-border gambling crimes against Chinese citizens, gradually developing into a crime syndicate including family members Ming Guoping, Ming Zhenzhen, and Ming Julan.

The Ming family crime syndicate attracted "main investors" to settle in the parks, with nearly ten thousand fraud-related personnel at its peak, committing various types of telecommunications network fraud crimes against Chinese citizens such as pig butchering scams, order brushing rebates, and fake credit services.

At the same time, the Ming family crime syndicate provided armed protection for its fraud parks, colluding with and allowing "main investors" to violently control, abuse, beat, rape, and even kill members of the criminal gang who did not comply with management or failed to complete tasks.

According to the police, there are currently tens of thousands of fraud cases involving the Ming family crime syndicate, involving nearly ten billion yuan in gambling fraud funds.
