The Ministry of Sports has published in the Official Gazette a regulation that governs the sports modalities and sports practice entities authorized for betting on real sports-themed events. The measure details the eligible modalities, sets clear criteria for the inclusion of new sports, and prohibits betting on non-professional sports competitions, events exclusively aimed at underage athletes, and grassroots categories.
The list includes sports recognized by international bodies such as the International Olympic Committee (IOC), the International Paralympic Committee (IPC), and the International Committee of Sports for the Deaf (ICSD). Also authorized are highly popular modalities in Brazil, regulated equestrian sports, and e-Sports recognized by the IOC.
Furthermore, the regulation prohibits betting on non-professional sports competitions, events exclusively aimed at underage athletes, and grassroots categories, ensuring the protection and integrity of sports practices.
For the Minister of Sports, André Fufuca, the regulation represents a milestone in the management of sports betting in the country: “With this measure, we advance in organizing the sports betting market, promoting transparency, legal security, and greater control of the modalities involved. This strengthens the sport as a whole and protects our athletes and sports entities,”
According to the minister, the work was developed based on in-depth studies on international practices. The goal is to ensure a comprehensive approach that encompasses as many sports modalities as possible, preventing bettors from resorting to illegal platforms in the underground market.
The National Secretary of Sports Betting and Economic Development of Sports, Giovanni Rocco Neto, also highlighted the importance of the regulation. “This initiative from the Ministry of Sports establishes a clearer and more efficient regulatory environment, while prioritizing sports integrity and the recognition of modalities by official entities,” stated the secretary.
“Simultaneously, we are committed to creating and strengthening the structures for monitoring betting, ensuring the integrity of competitions and combating result manipulation. The new regulation reflects this commitment, while protecting the sports environment and promoting legality in the sector,” added Giovanni.
The list of sports modalities will be continuously updated by the Ministry of Sports, which will evaluate the inclusion of new sports based on regulations and recognitions issued by official sports entities.
The regulation came into effect on January 1, 2025, except for Article 6, which will be applied from January 1, 2026. Check the full text of MEsp Ordinance No. 125, dated December 30, 2025.
