This measure seeks to break the monopoly in the industry, and the transfer of Conajzar to the National Directorate of Tax Revenues has been confirmed.
Paraguay.- The President of the Republic of Paraguay, Santiago Peña, enacted Law 7.438, which amends several articles of Law 1016/97 that establishes the Legal Regime for the Exploitation of Games of Chance. With this, the National Commission of Games of Chance (Conajzar) now directly depends on the National Directorate of Tax Revenues (DNIT).
The head of Conajzar, Carlos Liseras, stated in a press conference that the new regulation reaffirms the commitment to modernization, transparency, and efficiency of public resources. The official assured that it is a “powerful” tool. Until the enactment of the law, Conajzar was dependent on the Ministry of Economy and Finance (MEF).
“We had a quite long, arduous, and heavy task, but we did not have the necessary operability to fulfill our legal obligation, today with Law 7438 Conajzar depends on the DNIT, which has sufficient operability throughout the national territory, logistics, trained technical personnel, and the infrastructure to fully comply with what the law establishes,” he detailed.
Furthermore, Liseras affirmed that with the new law there will be a “substantial” improvement in the direct combat against the clandestine exploitation of gambling. In this way, Conajzar and the DNIT have the authority to seize all materials, furnishings, and implements related to illicit acts.
The official explained: "We will be able to arrange the blocking of all clandestine gambling signals, that is, those online casinos and/or any form of online gambling that is being exploited clandestinely, we will bring down the signals, notifying the national computing center and Conatel."

In addition, this change strengthens the regulatory role of Conajzar, with greater competencies, the agency can now execute its resolutions more firmly and pursue clandestine activities.
