New Hampshire business owner mulls legal action over Keene casino ordinance

A Keene business owner may take legal action against the city over a new ordinance — and the circumstances of its origin and adoption — that blocks casinos from the downtown area.

Dorrie Masten first applied to open a casino at a downtown property she owns in late 2023. Her plans were put on ice during discussions of the ordinance, which councilors formally adopted on Dec. 19.

“Ms. Masten is presently reviewing the facts and circumstances surrounding the amendment as well as other events that prevented her from operating a charitable gaming facility in Keene, and she is evaluating next steps,” Patrick Queenan, Masten’s Manchester-based attorney with the firm Sheehan Phinney, said in an email to The Sentinel Friday.
