The new leader of the Winning Bet Consortium, a new lottery project in São Paulo, was Secretary of Public Policy Evaluation, Planning, Energy, and Lottery from 2018, still under Michel Temer's administration, and until 2020, under Jair Bolsonaro's government. He played a role in the formulation of the law that standardized national lottery legislation, approved in 2018.
The new São Paulo lottery represents an expansion of the gaming sector in the state, and Manoel's choice to lead this initiative is seen as a strategy to ensure the effective implementation of operations.
