The Presidential Anti-Organized Crime Commission (PAOCC) stated that despite the ban, PAOCC will continue to monitor the operations of small-scale POGOs (Philippine Online Gaming Operators) that violate the ban.
PAOCC had previously reported that despite the ban, some POGO workers refused to leave the Philippines and have initiated smaller, guerrilla-style POGO operations nationwide.
PAOCC Executive Director, Deputy Minister Gilbert Cruz, mentioned that many small online gaming companies in Metro Manila are under surveillance, while others have started operations in the Visayas and Mindanao islands. He explained that unlike large POGOs operating in large complexes and buildings, these small POGOs typically operate in smaller areas, such as private resorts or apartments.
"Perhaps 80% of these 400 gaming companies are developing slowly... but this slow development does not mean they are not progressing at all, we are tracking these small gaming companies," Cruz said. He added that these small gaming companies usually consist of 20 to 50 people, renting two rooms for scam activities.
"Although we continue to monitor the situation, some partners are still recruiting foreigners. Because if their ancestors come from specific countries, such as Vietnam, Malaysia, or Indonesia, they need to learn these languages. Now, they are hiring foreigners as heads of small POGOs, while Filipinos serve as keyboard operators," he said.
Philippine President Ferdinand Marcos previously instructed the Ministry of the Interior to mobilize local governments to combat the activities of small-scale online gaming companies, emphasizing that it is unacceptable for local governments to claim ignorance of the businesses conducted by foreigners in their areas.
Cruz pointed out that Marcos believes that POGO centers cannot operate "without the knowledge of local government officials," especially in village and town areas.
Cruz also mentioned that POGO operations not only rely on us but also require internet connections, computers, personnel, and foreigners for guidance.
Previously, authorities had mentioned that signs of overseas gaming companies operating locally include a sudden influx of foreigners, an increase in internet connection applications, and an increase in food delivery volumes.
