My name is Xing Shidi, and I am honored to extend my highest respects to you and to report the following situation.
Currently, Cambodia has become a haven for criminal elements among Chinese citizens. These criminals are not only ordinary Chinese citizens but also fugitives wanted by your country and listed on China's international wanted list.
For various reasons, cooperative actions to arrest these criminals and deport them back to China to face legal sanctions under the laws of the People's Republic of China have not been effectively achieved.
I believe you may be aware that the main reason for the failure is due to corrupt practices by some Cambodian police officers, particularly a senior official named Su Tong and personal interventions by Hong Du. These individuals often illegally protect these Chinese criminals, making law enforcement difficult.
As a representative of all Cambodian people who cherish the friendship between China and Cambodia, I hope to see Cambodia become a model country among ASEAN nations under the framework of China's "Belt and Road" initiative and continue to achieve development. Therefore, I kindly request that you re-examine the current plans and take measures to address these issues, especially to thoroughly expel the criminals hiding in Cambodia.
If these criminals continue to exist in Cambodia, it could lead to our country falling into a political crisis and other forms of turmoil.
Moreover, these criminal gangs, under the protection of Su Tong and Hong Du, continue to grow and have become a major obstacle to Cambodia's development and international cooperation, including with China, the United States, Russia, ASEAN, and European countries.
Therefore, I kindly request that you mediate and address this issue through diplomatic channels to ensure peace and development in Cambodia and improve the living standards of the people.
