Recently, an indictment against Guo Huaping was exposed, revealing many previously undisclosed details of the case.

According to the indictment, the Department of Justice (DOJ) of the Philippines will bring 62 new money laundering charges against Guo Huaping, who is also described as the "mastermind" behind various criminal activities at the POGO center in Banban City.

Here are some new case details disclosed in the indictment:

1. Guo Huaping revealed that the POGO boss she previously dared not name during the hearing is Huang Zhiyang—a Chinese national wanted in China for illegal gambling and currently on the run. Many POGO companies in Banban City are registered under Huang's name.

2. In addition to Guo Huaping, the indictment also suggests prosecuting her parents, siblings, officials involved in the company's business, and POGO operators in the Baofu Industrial Park owned by Guo.

3. Cassandra Ong also appears in the indictment, but subsequent documents show that the prosecutor has cleared her of charges, stating they "found no evidence of her involvement or participation in criminal activities with the aforementioned five companies." Cassandra Ong is the head of a POGO company in Polac City, Bongabon Province, and is also the girlfriend of Guo Huaping's brother Wesley Guo.

4. According to the indictment, the DOJ has brought 62 new money laundering charges against Guo Huaping, including 26 charges under Section 4(a) of the Anti-Money Laundering Act, 5 charges under Section 4(b), and 31 charges under Section 4(d), accusing her of "conspiring to launder money" and transferring properties. However, it is noteworthy that the indictment shows that a previous charge against Guo Huaping for concealing the true nature of money or property was "dismissed."

5. The prosecutor found that besides operating POGO, Guo Huaping is also involved in various businesses including pork supply, although many companies are not registered under her name. These companies are likely intended for money laundering, described in the indictment as "bridge accounts." The indictment states: "It is clear that the proceeds from illegal POGO activities are transferred and conveyed through other businesses of the Guo family enterprise."

6. The indictment describes Guo Huaping as the "mastermind" of criminal activities, stating that areas like Baofu and other POGO parks "seem to be part of her grand design to create a POGO kingdom and eventually become a hotbed for crimes such as human trafficking and investment fraud." The indictment states: "The key role played by the defendant Alice Leal Guo in this fraudulent activity cannot be overstated. She appears to be the designer and leader of all activities."

7. Guo Huaping argued that she paid the electricity bills for the Baofu Park because the land was registered in her name, fearing that non-payment would affect her credit status. However, she also claimed that she had not been involved in the park's operations before running for mayor.

8. The indictment reveals that the buildings in the Baofu POGO Park are filled with "prison-like facilities with strict security," which also serves as evidence of illegal activities in the park, and that the Baofu POGO Park has been confiscated and is now under government supervision.

Currently, Guo Huaping is still detained in the Pasig Women's Prison.

It is worth noting that in addition to the leaked indictment, there was another recent news about Guo: at a hearing on January 14, the Philippine Statistics Authority (PSA) acknowledged a fact: Guo Huaping's Philippine birth certificate has not yet been canceled, and her Philippine identity is still valid! This fact was pointed out by Senator Zhang Qiaowei.

Here is the full conversation between Zhang Qiaowei and PSA official Clemente Manaog:

Zhang Qiaowei: "So far, Guo Huaping's birth certificate is still valid, and it has not been canceled, right?"

Clemente Manaog: "It is still undergoing legal procedures."

Zhang Qiaowei: "In other words, she can still use her fake birth certificate to run for mayor, right?"

Clemente Manaog: …
