The Normative Instruction No. 3 aims to prevent congestion in laboratories, which have failed to deliver technical certificates within the established deadline.
Brazil.- The Secretariat of Prizes and Betting (SPA) of the Ministry of Finance published the Normative Instruction SPA/MF No. 3/2025, with the goal of temporarily solving the problem of the overload in certified laboratories recognized by the entity that have not managed to deliver technical certificates to operators within the established deadline.
The new regulation foresees the issuance of technical certificates by authorized fixed quota betting agents on a provisional basis and establishes a model for the cover and index of technical certificates, even for fixed quota betting agents authorized on a definitive basis.
This measure seeks to standardize procedures for sending technical certifications and ensure greater operational efficiency in the sector, serving both provisionally and definitively authorized operators. The regulation also introduces new requirements to facilitate the identification of certificates issued to multiple operators (B2B certificates), promoting greater transparency and regulatory alignment.
The normative instruction defines that operators authorized on a provisional basis will have until January 30 to present in the Betting Management System (SIGAP) the following:

The certificates must be sent to SIGAP, following the provisions defined by the SPA, and in Brazilian Portuguese language. If the certification of the Sports Betting Server and the Remote Gaming Server (RGS) is included in the Betting System certificate, the information about these servers must be clearly identified.
