The Isle of Man Gambling Supervision Commission (GSC) has appointed Mark Rutherford as the new Chief Executive Officer. Rutherford, with 15 years of experience at GSC, will oversee the regulation of the island's gambling and medicinal cannabis industries.
In his new role, Rutherford is committed to strengthening the organization's regulatory approach—particularly in combating financial crime and addressing emerging market risks.
Rutherford has extensive experience, having served as the Director of Policy and Legislation at GSC and previously worked in the Isle of Man's Income Tax Division.
It is noteworthy that Rutherford outlined a reform plan aimed at enhancing GSC's regulatory authority in the gambling sector; his agenda includes expanding international cooperation and strengthening collaboration between domestic institutions to better detect and combat criminal activities.
The Isle of Man's business executive agency, Digital Isle of Man, welcomed this appointment. Its CEO, Lyle Wraxall, stated: "Over the past 25 years, the Isle of Man's e-gaming industry has seen significant growth, becoming a thriving, technologically adept community. A key driving factor for this success has been the global reputation established by GSC, making the island a leading jurisdiction for reliable gambling licensing and protection."

Rutherford also commented on his appointment, noting: "I am grateful for the trust the GSC board has placed in me as CEO. This is a crucial opportunity to strengthen the Isle of Man's defenses against financial crime, and I am embarking on an ambitious reform plan to enhance our authority in supervising and managing the gambling industry."
"We must continue to review and adjust our methods to address the constantly evolving challenges, including new risks and types emerging in specific markets. I will keep a close watch on these threats to ensure we remain vigilant and manage risks effectively," he concluded.
This appointment follows recent regulatory actions by GSC, including a substantial civil penalty imposed on BMO Manx in December 2024 for failures in anti-money laundering/anti-terrorism financing.
