Philippine Senator Joel Villanueva has submitted Senate Bill 2991 to the Senate, proposing the establishment of a "Digital Nomad Visa" to attract global remote workers for long-term residence and to promote tourism and economic development in the Philippines.
According to the proposal, the "Digital Nomad Visa" would initially be valid for one year and could be extended for another year. It is specifically designed for foreign nationals who work remotely for overseas employers or businesses and wish to reside long-term in the Philippines. This initiative aims to make the Philippines a popular destination for remote workers, while also boosting local consumption and the development of innovative industries.
The latest "Nomad List" from the World Economic Forum (WEF) shows that the Philippines has become the seventh fastest-growing remote work hub globally. Meanwhile, the Philippine Department of Tourism (DOT) reports that the number of foreign tourists in 2024 is expected to increase by 9.15% to 5.95 million, generating 760.5 billion pesos in tourism revenue, demonstrating strong market potential.
Villanueva stated that the Philippines, with its rich natural landscapes, livable environment, and relatively low cost of living, is an ideal destination for remote workers. "Digital nomads can not only work in the Philippines but also promote local economic development and bring industry experience and technology sharing," he said.
According to the proposal, applicants must meet the following criteria:
Proof of legal income from abroad
Valid health insurance during their stay in the Philippines
No criminal record and no security threat
Not allowed to be employed locally, but can participate in knowledge-sharing activities
Currently, over 50 countries around the world have established digital nomad visas to attract remote workers to choose their country as a place for long-term residence and work. If the Philippines successfully implements this visa policy, it will undoubtedly enhance its competitiveness in the global remote work market.
