To further standardize the operation of the gambling industry, the Cambodia Commercial Gambling Management Commission (CGMC) has established 13 on-site regulatory offices within licensed casinos in accordance with the latest requirements of the Commercial Gambling Management Law, to strengthen industry regulation and ensure legal and compliant gambling operations.
It is reported that the law was officially promulgated on November 14, 2020, creating a comprehensive legal framework for the Cambodian gambling industry, making the management more transparent and efficient. CGMC disclosed this important progress to Asia Gaming Brief (AGB), a well-known gambling market intelligence agency in the Asia-Pacific region.
CGMC stated that the establishment of on-site offices is not only an important supplement to the regulatory system but also further optimizes the casino management model, enhancing industry transparency and legal enforcement. The new measures require casino operators to strictly comply with legal requirements, ensure that employees hold legal licenses, and all gambling equipment and software must be officially certified and registered.
In addition, CGMC also plans to introduce a Casino Management System (CMS) to enhance the technical level and data management capabilities of industry regulation. CGMC technical advisor Chhoeng Chantha stated that since the implementation of the Commercial Gambling Management Law in 2020, the government's control over the gambling industry has been significantly strengthened, with the licensing process not only focusing on financial strength but also strictly reviewing the background and management capabilities of investors.
It is worth noting that to advance the implementation of regulation, CGMC announced a pilot program last December and selected 10 casinos to establish offices first. Currently, the program has expanded to 13 licensed casinos, and the regulatory system is gradually improving.
AGB analysis believes that this move shows the Cambodian government's determination to continuously promote the legalization of the gambling industry. The establishment of on-site offices helps to improve administrative efficiency, making regulation stricter and more efficient. Industry insiders point out that the implementation of this regulatory mechanism has shifted the Cambodian gambling industry from a relatively relaxed state to a more systematic and transparent modern regulatory model.
As the core institution of gambling industry management, CGMC undertakes important responsibilities such as supervising licenses, standardizing operations, and combating illegal gambling. Affected by the pandemic, the implementation of some policies has been delayed, but since 2022, the Cambodian government has accelerated the implementation of regulatory measures, committed to establishing a gambling management system that meets international standards, to promote the sustainable development of the legal gambling industry and boost national economic growth.
