At the first meeting of the year, the Parliamentary Inquiry Commission (CPI) on Bets will decide on the breach of banking and tax secrecy of almost all virtual betting companies authorized by the federal government. The meeting is scheduled for this Tuesday (11), at 11 a.m. It involves 97 requests from Senator Marcos Rogério presented at the beginning of December, which include 71 of the 78 bets currently authorized by the Ministry of Finance.
The documents request, among other data, that the Financial Activities Control Council (Coaf) send to the CPI financial intelligence reports (RIFs) with "consistent information" about the bets, from January 1, 2020 to December 10, 2024.
Another 11 requests summon as witnesses authorities from the Central Bank and the Federal Police, as well as representatives of betting companies and payment institutions. The summons makes attendance mandatory.
Testimony
Before the votes, the committee will hear from the Special Secretary of the Federal Revenue of Brazil (RFB), Robinson Barreirinhas, head of the agency responsible for managing federal taxes. It is an invitation for collaboration as an expert.
According to the request of Senator Izalci Lucas, who authorized the invitation, the betting sector is still awaiting regulation that clarifies the taxation of prizes and that prevents tax evasion.
"The current legislation does not clearly specify how these prizes should be taxed, which creates a loophole for taxes not to be collected efficiently. The Federal Revenue fears that the lack of normative clarity may favor tax evasion and reduce the potential for collection", says the document.

CPI of Bets
The commission seeks to clarify the impact of digital betting on the financial health of Brazilians and investigate possible illicit activities. Installed on November 12, the CPI elected Senator Dr. Hiran as president and Senator Soraya Thronicke as rapporteur. The committee has a total of 130 days to conclude its work, with a spending limit of R$ 110,000.
The games created by the sector and that are pending regulation are called "fixed quota bets", which refer to online sports betting (the so-called "bets") and online games that resemble casinos (like Fortune Tiger, popularly known as Little Tiger Game). The "fixed quota" is the one that allows the bettor to know in advance how many times more he will receive over the amount bet, if he is awarded.
The outcome of a CPI may include, among others, proposals for changes in legislation and the forwarding of investigations to bodies responsible for the criminal accountability of the accused.
