According to Cambodian media, the Cambodia Gaming Management Committee (CGMC) has established 13 on-site offices in licensed casinos nationwide to strengthen industry regulation and ensure compliant casino operations.
This initiative complies with the Commercial Gambling Management Law, which came into effect on November 14, 2020. This law establishes a strict regulatory framework for the Cambodian gambling industry. CGMC states that the establishment of on-site offices aims to enhance the management of casino operations, ensure the effective enforcement of the law, increase industry transparency, and provide legal guidance to operators and license holders.
Additionally, CGMC plans to introduce a Casino Management System (CMS) in the future to further improve the regulatory system.
CGMC technical advisor Chhoeng Chantha stated that since the enactment of the Commercial Gambling Management Law in 2020, the Cambodian gambling industry has gradually achieved strict regulation. The approval of casino licenses not only focuses on the financial strength of investors but also strictly assesses their qualifications and capabilities.
Moreover, casino employees must obtain a special license issued by CGMC to operate gambling games, and all gambling equipment and software must be certified and registered. These measures aim to enhance industry transparency and accountability mechanisms, ensuring that the gambling industry develops within a legal and compliant framework.
According to the Commercial Gambling Management Law, the Cambodian government has instructed CGMC to establish regulatory offices inside casinos to strengthen law enforcement and improve industry management to meet international standards. In December last year, CGMC issued a notice selecting 10 casinos as pilot projects, which has now expanded to 13 licensed casinos.

This initiative not only optimizes administrative processes but also ensures industry compliance, contributing to the international and standardized development of the Cambodian gambling industry.
Since 2022, CGMC has begun to fully implement regulatory measures and strengthen the construction of law enforcement teams to meet international gambling industry regulatory standards. Its main responsibilities include combating illegal gambling, promoting legal gambling, and fostering economic growth through effective governance of the gambling industry.
