The core of the bill is to establish comprehensive entertainment venues, where gambling facilities only occupy 10% of the project area, with the rest covering five-star hotels, shopping centers, conference venues, etc. The government believes that the current prevalence of underground gambling activities is a fact, and rather than letting it exist unregulated, it is better to legalize and regulate it while creating tax revenue for the country.
