Strengthening Law Enforcement and Security Cooperation
The two sides agree to enhance high-level interactions in the field of law enforcement, fully leverage the roles of mechanisms such as the Ministerial Meeting on Combating Transnational Crime, Strategic Security Dialogue, and the Joint Working Group on Political Security. China and Vietnam will accelerate the establishment of a hotline mechanism at the level of the Ministry of Public Security, enhance the capability of coordinated response to emergencies, and build a closer cooperation framework in areas such as counter-terrorism and intelligence sharing.
Focusing on Combating Transnational Crime
The security departments of both countries will deepen cooperation in combating online gambling, telecommunications fraud, cyber-attacks, economic crimes, and human trafficking, while also advancing joint law enforcement actions in immigration management, fugitive pursuit, and recovery of stolen assets.
Jointly Preventing Security Risks
The statement particularly emphasizes that the two sides will strengthen intelligence sharing and risk warning, jointly address threats from external forces interfering in domestic affairs, separatist activities, and threats such as "color revolutions" and "peaceful evolution," maintaining political security and social stability.
Deepening Emergency Management and Judicial Cooperation
The Emergency Management Department of China and the Ministry of Public Security of Vietnam will expand technical exchanges and experience sharing in disaster response and crisis management. Additionally, the judicial authorities of both countries plan to hold the first border judicial administrative talks within the year, promoting the construction of bilateral judicial assistance mechanisms and enhancing the level of legal cooperation.
Promoting the Modernization of Regional Governance
The two sides state that they will use the construction of socialist rule of law as a link, strengthen policy mutual learning and institutional exchanges, and jointly promote the modernization of regional governance capabilities.
