The Brazilian Ministry of Finance's Secretariat of Awards and Lotteries (SPA) has launched the regulatory agenda for 2025-2026, identifying 13 topics to be regulated within the year.
The initiative was first launched through public consultation from February to March 2025, receiving over 200 proposals, most of which were submitted through the Participa + Brasil platform, with the remainder proposed through public voting.
One of the most significant items is the establishment of a database for individuals excluded from the fixed-odds betting market: the goal is to gather those who have self-excluded due to gambling disorders and individuals banned from betting, including athletes and SPA personnel responsible for overseeing fixed-odds betting regulation.
Furthermore, the SPA has placed greater emphasis on support services for individuals with gambling disorders, prioritizing it over the previously considered improvement of inspection processes.
This is the second agenda released by the SPA. The first agenda focused on establishing regulatory provisions for the fixed-odds betting lottery model, which was legalized at the end of 2023. The measures in that agenda helped establish a regulated fixed-odds betting market, which officially commenced operations on January 1, 2025.
The new agenda updates several points from the 2024 version and also covers other topics managed by the SPA, such as instant lotteries (Lotex) and commercial promotions.
