Three Chinese men were arrested in Pasay for defrauding 5 million pesos under the guise of PAOCC.

Recently, the Philippine police launched a crackdown on transnational fraud in Pasay City, successfully arresting three Chinese nationals suspected of impersonating officials to defraud large sums of money.

The main suspect pretended to be a member of the Presidential Anti-Organized Crime Commission (PAOCC), claiming he could "pay to get people out of jail," and was caught in a police sting operation.

According to information released by the Manila Metropolitan South District Action Group (MMDFU) of the Philippine National Police Criminal Investigation and Detection Group (PNP-CIDG), the case originated from a report by a Chinese national. The complainant stated that the suspect, Changao He, claimed to have high-level connections with the PAOCC and demanded up to 5 million pesos, claiming he could "operate" to release his friend detained since January this year.

However, after receiving the first payment, He did not fulfill his promise and asked for an additional 2.5 million pesos, which made the complainant suspicious and decide to seek police help.

The police immediately launched an investigation and verified with the PAOCC, confirming that He had never had any contact with the agency and his claims were completely fabricated. With sufficient evidence, CIDG set a trap at a Chinese restaurant named "Chengdu Tavern" in the Pasay Asia Hobby Center and arrested He on March 17 at 11:10 PM after he received marked bills (serial number: KF 135596) prepared by the police.

Surprisingly, during the arrest, two other Chinese nationals, Yong Pin Pang and Ming Wei Xiong, suddenly attempted to forcibly interfere with the police enforcement, trying to take He away, and were also arrested on the spot for obstructing justice (under Presidential Decree No. 1829).

The law enforcement officers also arranged for a Chinese interpreter to ensure that the three suspects could fully understand their rights and legal procedures during the interrogation. The three are now being held at the PNP-CIDG Southern District Anti-Terrorism Office for formal recording and subsequent legal proceedings.

The police stated that this case reflects the rampant fraudulent activities under the guise of official authority, emphasizing that the government will crack down on such fraud and urging the public to remain vigilant and report any suspicious activities to the authorities immediately.
