Missouri will officially open sports betting on December 1, and the state's sports betting license applications are now officially open.

The Missouri Gaming Commission (MGC) announced via its website that the state's sports betting market will officially open on December 1, 2025, and is currently actively accepting license applications from industry participants.

According to the commission's regulations, the newly introduced sports betting bill will take effect on August 30, with a transition period allowing for the formal review of applications for Missouri's sports betting market. Subsequently, the regulatory body has the authority to issue temporary licenses before the market opens in December.

The retail sports betting license fee is $250,000, and the online license fee is $500,000. Currently, the state's 13 retail casinos and the six professional sports teams operating in Missouri can apply for licenses. Additionally, two more licenses will be issued, which are not reserved for any specific entities within or outside the state.

The beneficiaries of these two licenses will be officially announced by the MGC on August 15, and the commission will also confirm the sports betting tax rate at 10%.

Missouri's regulated casino market generated $169.1 million in revenue in April 2025, a 9% increase year-over-year.

In fact, this regulatory shift in Missouri's market has been brewing for some time, with the jurisdiction's legislators set to resume debate in 2022.

Recently, in November, voters narrowly approved the regulatory practice, but the regulation was delayed until February due to the Missouri Secretary of State's office rejecting the emergency licensing rules.
