The Brazilian betting market is expected to expand further. Federal Deputy Capitão Augusto recently proposed Bill No. 3388/2025, suggesting that all forms of equestrian and rodeo competitions be included in the scope of online fixed-odds betting. The proposal aims to amend the current Law No. 14.790/2023, which currently only allows betting on polo and the Brazilian northern specialty equestrian sport "vaquejada".
If the bill is approved, online sports betting platforms will be authorized to open betting markets covering traditional events nationwide. Augusto emphasized that this would bring additional income to athletes and event organizers, increase tax contributions, and enhance the social identity of sports activities closely associated with Brazilian rural culture.
The bill also echoes the current legislative trend regarding the distribution of gambling revenues. For example, Deputy Flávia Morais proposed allocating 0.1% of gambling revenue to the Brazilian Deaf Sports Federation (CBDS) to support deaf athletes and promote sports inclusivity.
Although the proposal has been formally registered in the House of Representatives, it still needs to be reviewed by special committees before it can enter the full voting stage. If passed smoothly, it will further promote the standardization and diversification of the Brazilian online gambling market and give new economic momentum to rural sports culture.
As the online gambling industry continues to expand, legislators are facing key issues such as how to scientifically guide its development and reasonably distribute gambling revenues. This proposal is seen as an important attempt by Brazil to combine traditional sports with modern gambling, which may have a profound impact on the regulatory framework of the industry.
