Cambodia tightens overall casino regulation: Unauthorized gambling will be severely cracked down and punished.

On August 6, 2025, the Cambodian Commercial Gambling Control Committee (CAGC) issued a notice announcing that it will strengthen the supervision of casinos nationwide, requiring all gambling activities to be licensed and operated according to the law. Any unlicensed or non-compliant operations will be severely punished according to the law.

The notice, based on Article 35 of the Commercial Gambling Management Law, clearly stipulates that all legal entities must apply for and obtain a legal operating license before engaging in any gambling business, and strictly prohibits operating without a license or using someone else's license for gambling activities.

According to the regulations, compliant casino operations must meet three core requirements:

All gambling projects must be approved by CAGC in advance and hold a valid license;

All game rules and operational procedures must not be changed arbitrarily and must be consistent with the approved version;

All staff (such as dealers, technicians) must have relevant professional licenses.

In addition, CAGC specifically emphasizes: Temporary casinos, privately operated electronic gambling venues, and other illegal gambling activities are considered illegal and will be legally banned, and compliant casinos that relocate without authorization will also have their licenses revoked and be held accountable.

The background of this rectification is the frequent exposure of problems in the Cambodian gambling industry recently, especially the illegal "enclave casinos" and "license hanging" phenomena, which seriously damage social security and national image. The authorities have stated that they will continue to carry out inspections in cooperation with the police to crack down on all illegal gambling activities.

CAGC reminds the public to stay away from unlicensed casinos to avoid being deceived or penalized; at the same time, it urges licensed operators to strengthen self-discipline, ensure compliance in all aspects of operations, and prevent the risk of penalties.
