On August 15, the Supreme Court of the Philippines ruled to uphold the subpoena issued by the Senate Committee to former Tarlac Province, Banban City Mayor Alice Guo, requiring her to testify. The investigation, initiated by the Senate Committee on Women, Children, Family Relations, and Gender Equality, involves alleged illegal Philippine Offshore Gaming Operator (POGO) activities in Banban City.
Guo had applied to revoke the subpoena in July 2024, claiming it infringed on her rights, but the Supreme Court found the hearing to be in accordance with the 1987 Constitution and Senate rules, constituting a lawful legislative act. The investigation covers her identity, family relations, assets, and business activities, all related to the public interest.
The court emphasized that Guo is a "resource person" and not a defendant, and public officials have limited expectations of privacy in matters involving public service or national interest. Her birth certificate, asset declarations, and business documents can be legally disclosed.
Furthermore, the Supreme Court confirmed the Senate's authority to punish contempt of legislative power. Guo is currently facing multiple cases, including aggravated trafficking, corruption, false statements, and lawsuits to revoke her mayoral position and birth certificate, with investigations continuing to escalate.
