The Cambodian National Police recently issued a directive requiring all national security personnel to actively cooperate with law enforcement actions and not to obstruct police work or participate in criminal activities. This new regulation aims to strengthen the supervision of the security industry and combat various criminal activities including telecommunications fraud, drug trafficking, and human trafficking.

Police Directive and Regulatory Background

The Director of the Private Security Management Bureau, Lin Rasmei, stated that some criminal gangs use security companies as a cover for illegal activities. He emphasized that security personnel must not conspire with employers to commit crimes, especially prohibited from participating in illegal activities such as online fraud.

Specific Prohibitions and Compliance Requirements

The new regulation explicitly requires all security companies to strictly comply with government regulations, cooperate with the police at key locations such as casinos, hotels, apartments, resorts, and construction sites. The regulation also prohibits the use of security companies for illegal arms construction, forbids hiring foreigners as security personnel, or impersonating police officers with guns under the guise of security.

Key Supervision Areas and Collaboration Mechanisms

The police specifically pointed out that places like casinos, hotels, and resorts need enhanced supervision, requiring security companies to establish collaboration mechanisms with law enforcement agencies in these areas, promptly report suspicious activities, and provide law enforcement support.

Potential Industry Impact

Analysts believe that after the implementation of the new regulations, the Cambodian security industry will face stricter supervision, and violators will be severely held accountable. At the same time, the safety management standards of casinos and parks will also be further improved, which may lead to increased operating costs for security companies and adjustments in the industry structure.
