The National Bureau of Investigation (NBI) of the Philippines recently cracked down on an illegal online lending case in Pasay City, arresting a Chinese national suspected of controlling multiple online lending platforms. The case involves usury, violent collection practices, and data theft, and the suspect has now been transferred to judicial proceedings.
Basic Case Information and Arrest Operation
The National Bureau of Investigation conducted an enforcement action in Pasay City, successfully arresting a Chinese suspect named Mi Duan. According to the NBI investigation, the suspect is suspected of controlling at least six illegal online lending platforms such as "24H PESO", obtaining benefits through usury and illegal collection methods.
During the operation, law enforcement officers seized multiple electronic devices and business records. These evidences show that the gang has systematic illegal lending and collection behaviors, and all physical evidence has been legally seized for subsequent judicial procedures.
Fraud Tactics and Victim Experiences
According to Ms. Teresita, a victim, she borrowed 3,500 pesos from the platform but only received 1,900 pesos, with the remaining amount deducted during the transfer process under various pretexts. More seriously, even after paying off all the amounts, she continued to receive threats and harassment messages.
The collection staff used extreme methods to threaten, including threatening to send coffins and wreaths to the victim's doorstep. This intimidation has caused severe psychological pressure and a lack of safety for the borrowers.
Technical Investigation and Data Security Risks
NBI technical investigators found that the lending APP operated by the suspect might have built-in malicious software. This software can steal mobile phone contacts and personal data without the user's knowledge.
This data theft not only directly threatens the privacy and security of borrowers but also may involve their relatives and social relations, causing a broader negative impact. NBI reminds the public to be cautious about downloading and using unverified financial applications.
Organization Operation and Personnel Management
The investigation shows that the gang employs several local Filipinos as collectors and sets daily collection targets for them. Collectors who fail to meet the targets are also subjected to abuse and even physical threats, forming a multi-level exploitation system.
This organizational model not only harms borrowers but also infringes on the rights of its employed local staff, showing the systematic and harmful operation of the criminal gang.
Judicial Progress and Subsequent Measures
Currently, the suspect Mi Duan has been formally charged, and the case is being heard in the Pasay City Regional Trial Court. During this period, the suspect will continue to be detained in NBI's custody facility, waiting for further judicial proceedings.
NBI stated that it will continue to investigate other online lending applications related to the suspect, thoroughly eradicate this illegal online lending network, and prevent more Filipinos from being victimized. Authorities also call on other victims to actively report and provide evidence.
