Thailand has always imposed strict restrictions on gambling, with most forms of gambling being illegal. However, recent political developments have once again brought the legalization of gambling, especially online gambling, into public focus.
Legal Status of Gambling in Thailand
According to the Gambling Act of 1935, most gambling activities are prohibited in Thailand. Exceptions include government-operated lotteries and horse racing betting at licensed racetracks. Online gambling, including online casinos and sports betting, falls under the category of illegal activities. Despite legal restrictions, many Thais still engage in online gambling through international platforms, often using VPNs to bypass restrictions.
Prime Minister's Stance on Gambling
In September 2025, Anutin Charnvirakul became the new Prime Minister of Thailand. He publicly opposed the legalization of casinos and online gambling, stating that if gambling is to be considered an economic tool, "it should wait for the next Prime Minister." His government has withdrawn the controversial "Entertainment Complex Act," which aimed to include casinos in integrated resorts. This decision reflects a significant policy shift in gambling legislation by the government.
Withdrawal of the Entertainment Complex Act
In July 2025, the Thai Cabinet withdrew the previously approved "Entertainment Complex Act." The act had proposed establishing casinos within integrated resorts to boost tourism and combat illegal gambling. The withdrawal occurred against a backdrop of political turmoil and public opposition, also leading to the Prime Minister being suspended due to an ethics investigation. The new government indicated that the act might be proposed again in the future based on public opinion and political stability.
The future of online gambling legislation in Thailand remains uncertain. Although there is ongoing interest and demand for legal gambling among the public, political factors and public opinion will play a key role in future policy-making. The current government's stance indicates that significant amendments to gambling laws are unlikely in the near future.
