India's Supreme Court recently issued a directive to the central government, requesting a comprehensive response to a series of petitions challenging the Promotion and Regulation of Online Gaming Act, 2025 (PROGA).

The bench, led by J. B. Pardiwala and K.V. Viswanathan, has scheduled the next public hearing for November 26.
The petitioners argue that PROGA essentially paralyzes India's multi-billion rupee "online real money gaming" industry and questions whether the law violates the constitutional guarantee of professional freedom.
📌 List of involved companies (partial)
Dream11 (India's largest fantasy sports platform) — has suspended real money competitions/pay-to-play events.
Mobile Premier League (MPL) — its Indian operations have been significantly adjusted after the passage of PROGA, including layoffs and exiting real money games.
Zupee — announced the cessation of its "pay-to-play" model, shifting to free gameplay.
PokerBaazi (and its parent company Moonshine Technologies Pvt Ltd) — stopped its real money online gaming business.
WinZO — also proposed withdrawing real money gaming activities, transitioning to other businesses.
A23 (operated by Head Digital Works)
Gameskraft Technologies (home to Rummy Culture and others) — affected and stopped some operations.
The senior lawyer representing the industry in court pointed out that although the law has not yet been formally enacted in detail, some platforms have been forced to shut down for over a month.
Additionally, there is public interest litigation pointing out that over 2,000 "social or esports disguised" online gambling/betting platforms are still active within India, calling for immediate government action. The government responded that the bill already covers most issues and is awaiting implementation.
For the global gambling/iGaming industry, this case is significant—it will determine which path India, a large and rapidly growing market, will ultimately choose between "profitable online gaming" and "user protection and regulation."
